‘Role of Youth in Action in Youth Work development’ 

10-11 June, Congress Centre - Skopje Fair

The conference Look Beyond was organized from the 10th to 11th of June in the premises of Congress Centre of Skopje Fair. The main aim of the conference was to reflect the on the impact of the Youth in Action program as a funding mechanism on the development of local youth work and youth policy across Europe. It created space for youth work providers and main stakeholders in the field to discuss the current challenges and helped them identify the strengths and opportunities of youth work, providing guide for the future. 

 The conference gathered representatives of 216 young people representing their organizations from Europe, policy makers, representatives of various institutions such as the SALTO Resource Centers, EU-CoE Partnership, European Youth Forum, Council of Europe, Advisory Council of Youth, youth researchers, youth workers and young people. The program included 6 plenary panels; 6 workshops; 5 presentations, 15 guest speakers, Youth work fair and many networking opportunities at one place.

Overview of provided inputs and workshops:

Plenary 1: Political cooperation on Youth Work Issues in Europe

• Time: 10:30 – 11:15 // Tuesday 10 June 2014

• Guest Speakers: Darko Dimitrov, Director of the Macedonian National Agency for Erasmus Plus program, Gisele Evrard Markovic, Policy advisor of the Partnership between European Commission and the Council of Europe in the field of Youth, Marcio Barcelos, Board member of the European YouthForum, Luis Alvardo Martinez, Advisory council on Youth of the Council of Europe // Moderated by:Julijana Daskalov

• Objectives of the panel

The panel aimed to elaborate the existing frameworks of youth work cooperation and how the youth policies were affected by the cooperation happening in the Youth in Action program.

Some of the topics mentioned included the institutional perception on the impact from the existing European youth cooperation, on the political definition and recognition of youth work. The speakers also shared their personal views on the political commitment in European and on national level related to youth work quality and recognition.

Plenary 2: Impact on Youth in Action on Youth Work Development in Europe (organisational view)

Within this plenary the organizations present on the Evaluation meeting have presented their finding to the other institutions and organizations working with the Youth in Action program.

Plenary 3: Impact on Youth in Action on Youth Work Development in Europe

• Time: 14:30 – 15:30 // Tuesday 10 June 2014

• Guest Speakers: Sonja Mitter, SALTO South East Europe Resource Centre, Rita Bergstein, SALTO Training and Cooperation Resource Centre, Luis Alvardo Martinez, Advisory council on Youth of the Council of Europe, Snezana Manceva, National Agency on European Educational Program and Mobility Moderated by: Marko Paunovic, Out of the Box international

Objectives of the plenary:

The session provided an unique space to elaborate the institutional point of view in regards of the impact of the Youth in Action program on the quality, sustainability and outreach of the local youth work. Both SALTOs shared their view what after the Youth in Action program, and is there now more quality in the local youth work especially with the aspects of inclusion of young people and more active youth participation. The plenary directly involved participants over twitter as well as in the centre.

Plenary 4: Future development of Youth Work

European Youth Forum, Anca-Ruxandra Pandea, Educational Advisor of the Council of Europe. Zorica Stamenkovska, Agency for Youth and Sport of Macedonia and guest appearance by Eliza Popper,

Advisory Council on Youth Moderated by: Ivana Davidovska, Centre for Intercultural Dialogue

Objectives of the plenary:

The session elaborated the current state of youth work recognition and the policy developments which influence the practice in youth field. Further the panel opened the discussion about the frameworks for recognition of the youth work field.

Plenary 5: Research in Youth Work development

Time: 10:00-11:15 // Wednesday 11 June 2014

Guest Speakers: Nita Starova, Project Coordinator in Youth Programs in the Friedrich Ebert Foundation, Marija Topuzovska Latkovikj, Professor in the Institute for Sociological, Political and Juridical Research, University Skopje

First part included a short presentation of the research projects of the foundation and the important findings. The second part was a discussion on the importance of the research based projects

WS1: Youth organizations for youth work development in Europe

Description: Current trends of youth work in Europe today and what are the implications of youth organizations in regards to that. European youth forum perspective on the youth work development and how is the role of youth organizations seen in it.

WS 2: Recognition of youth work in Europe – trends and challenges

The aim of the workshop was to give an overview of the major processes for youth work recognition in which the partnership secretariat is involved. The workshop made a link between what the participants are doing with the processes of youth work recognition that exist in Europe.

WS 3: Cooperation opportunities for Western Balkans

Aim of activity was to introduce the existing and (maybe) planned opportunities for cooperation with Western Balkans in the field of youth. Some topics included a presentation on what is the role of SALTOSEE in the Erasmus Plus program and how can youth organizations get involved more actively

WS4: European Portfolio of Youth Leaders and Youth Workers

The aim of the workshop was to present the European Portfolio for Youth Leaders and Youth Workers as a tool for assessment and recognition for youth workers.

WS5: Youth Workers competence framework

The aim of the workshop was to present the work of SALTO Training and Cooperation especially in defining competence frameworks for youth workers and the major achievements in this area.

WS6: Quality assurance of NFE - Fiction or reality?

The aim of the workshop was to present the YFJ process on Quality Assurance of Non formal education and encourage organizations to think about quality within the educational activities they implement.
