Today, Friedrich Ebert Foundation, Skopje office launched the project "Forum of Public Administration" which will be implemented in cooperation with the Law Faculty "Justinian the First", Ss. Cyril and Methodius in Skopje and the Faculty of Public Administration at the SEE University, Tetovo..
The first expert debate on “Clerical System in the Republic of Macedonia " was held on June 2, 2015 (Tuesday) at the Law Faculty) at 10 o'clock.
The debate addressed the Law on Public Servants and the Law on State Administration and the announcements of its amendments, which faced numerous reactions – from criticism to approval, which gave an idea of how the implementation will be (though being still in the very beginning). Moreover, observing the problems from the economic point of view of overcrowded administration and its share in the state budget raises the question of their productivity, efficiencies and the financial burden. It is in the interest of the citizens to respect the principles of good governance and to improve the efficiency, economy and effectiveness of the administration, as well as to promote democratic values, ethics and respect for the rule of law.
The expert debate presented thesis/guidelines and recommendations on two papers:
1 / "The Latest Legislative Solutions on the Status of the Employees in the Public Sector in Macedonia and Their Practical Implementation: Reality or Utopia" by prof. Davitkovski Borce and prof. Anna Pavlovska Daneva
2 / "The Social Dimension of Public Administration in Macedonia - Growing Numbers and Budget Versus Productivity" by prof. Abdulmenaf Bedzeti and prof. Vanco Uzunov
The papers in the debate will be published by the Friedrich Ebert Foundation, office Skopje.
Besides the authors, additional contribution with their own views and opinions about the situation in our country was given by Mrs. Martha Arsovska Tomovska, Deputy Minister and Mr. Jugoslav Georgievski, Senior Advisor at the Ministry of Information Society and Public Administration, and Biljana Zagar Nikolovska, State Advisor for Legal Affairs in the Administration Agency.
